After a brutal terrorist attack in Kashmir that kills an Indian army soldier, the Anti Terror-Fund Task Force is put to work. General Sangram Vaidya and Captain Imtiaz Ahmed set off to Uri while Captain Pradeep Bhattacharya, Additional Commissioner of Income Tax and a Territorial Army officer, is assigned to go undercover and find the perpetrator.
Parveena, Waziri's ground agent in India, sets out to convince the separatist groups in India to attack the country on 6 December. Meanwhile, Pradeep investigates a jeweller in Mumbai, as Imtiaz checks out the Al Zohar ship in Alang that has been flagged by international intelligence.
While Parveena meets another separatist leader in Chhattisgarh’s Bastar forest, Pradeep and Imtiaz have a vocal showdown about the operation in Alang that cost them a key link. Meanwhile, Waziri and General Aziz meet Zafar Hamidi, an expert on explosives, to chalk out the execution of Stage 1 of their plan. Pradeep receives intel about increased activity in Kashmir and uncovers a Kashmiri activist who is also an explosives expert.
A small-time drug dealer, Pritpal, sets up a meeting between a separatist group leader and Parveena, who is distrustful of Pritpal. At the Uri base, Pradeep is worried after not having heard from Rasool. He later finds out that Rasool was killed and that Zafar plans to infiltrate Kotla. Their plan changes and Pradeep leads Team Papa while Imtiaz leads Team Alpha on a reconnaissance to cover Kotla's blind spots.
Waziri and Aziz ready the counterfeits that are to be sent across the different borders into India. At the Kotla Camp, Zafar and Mujeed, along with 12 other mercenaries dressed as shepherds, begin their journey. Pradeep learns about this from Babrak and immediately alerts Imtiaz, putting their mission into action.
While Shailesh commends Pradeep and Imtiaz on a job well done, Pradeep isn't entirely relieved and suspects that all the events so far are not indicative of how ISI normally functions. Shailesh advises Vaidya to follow the trail of the printers in the hopes that it will lead to the RDX. Meanwhile, Waziri is furious at the ISI's inefficiency in sending Zafar across and is adamant about seeing the attack executed on 6 December.
Pradeep and Imtiaz find cargo booking slips for the printers on various flights while decoding Suleiman's identity in Bhavnagar. The plan becomes clearer to them and it looks like the enemy intended to simultaneously explode 25 planes all over India. Meanwhile, Waziri learns of Suleiman's death and takes measures to secure Parveena by instructing her to go into hiding.
The Cabinet gathers in the PMO as the prime minister applauds the team for conducting the surgical strikes efficiently and catching the RDX on time. However, when it comes to fixing the economy, they will need to make some tough decisions. The prime minister decides that in the next fiscal year, India will demonetise its highest-value currency notes. With only 6 months in hand to prepare for the move, the core team comprising Shailesh, Satish and Mandar are tense.
Pradeep tells Parveena, in a final attempt to mess with her mind, that Waziri was the one who tried to kill her. A shocked Parveena's trust in Waziri shatters and she comes clean about the three stages of the plan. Meanwhile, the Cabinet realizes they cannot wait until the next fiscal year for the demonetization. The PM addresses the nation on 8 November 2016 about the demonetization and, in one fell swoop, renders the counterfeit notes in the country worthless.
